Ability to play on a server without anticheat

Starting with 7.6 version adds the ability to go and play on the server without anticheat with limited rights. Only for gaming on the engine GoldSource (HL1). Added tag [NO-UCP] on to Players without anticheat, and they can do damage only just to no-ucp players, players with anticheat for them immortal.
